Fall 2024 – Massachusetts Department of Public Utilities Approves Methuen’s Community Choice Power Aggregation Plan.  Program Launches with Power Supply Rate 20% Lower than NGrid Basic Service.


The City through its municipal aggregation consultant Colonial Power Group Inc. solicited electricity supply pricing bids in September 2024 and executed agreement with First Point Power setting a power supply aggregation rate for Methuen residential and commercial ratepayers of $0.12830 per kWh.  (This is 20% lower than the current National Grid Basic Service rate of $.16029 per kWh.) 

The Methuen aggregation supply pricing of $0.12830 per kWh is effective beginning with December 2024 meter reads and is locked in for 36 months to December 2027.  

The purpose of The Methuen Community Choice Program is to represent consumer interests in competitive markets for electricity. It seeks to aggregate consumers in the City to negotiate rates for power supply. It brings together the buying power of more than 51,000 consumers. Furthermore, the City seeks to take greater control of its energy options, including enhancing the ability to pursue price stability, savings opportunities and the amount of renewable energy procured. However, savings cannot be guaranteed. Participation is voluntary for each consumer. Consumers have the opportunity to decline service provided through the Plan and to choose any Competitive Supplier they wish.

NGrid Basic Service rates change twice a year or more, depending on rate class. As a result, the aggregation rate may not always be lower than the Basic Service rate. The goal of the aggregation is to provide a competitive power option for Methuen ratepayers and deliver savings over the life of the Program.  However, such savings and future savings cannot be guaranteed. Check back on this page for updates on rate comparisons between Methuen Community Choice Power and NGrid Basic Service.  NGrid 2025 Basic Service supply rate changes are scheduled to take place in February and again in August.

Anyone who is participating in the Methuen Choice Program should review their upcoming electricity bills for further notification. 

  • Your December 2024 bill will state that they’re being switched to Methuen’s Program.
  • You January 2025 bill will show Methuen’s supplier (First Point) and aggregation rate under “Supply Services
